Wahpeton Enhanced Housing Program

The Wahpeton Enhanced Housing Program is based on the Campbell Delong National Landlord Training Manuel.  Seventy percent of the apartments in Wahpeton are part of the Wahpeton Enhanced Housing Program.  

The Wahpeton Enhanced Housing Program provides training to apartment owners and managers on the following topics:

  • Signs of Drug Use and Activity
  • Methods of Decreasing Criminal Activity on Rental Property
  • Background Investigations
  • How and where to verify application information
  • Notifications of Police Involvement on Rental Property
  • Things to include on an Application
  • Suggested Application Processes
  • How not to be discriminatory when screening new applicants

Managers and Landlords who attend the Wahpeton Enhanced Housing Program training will have access to local Background checks of all new applicants.  Members also will be notified by the Police Department when the Police are called to their property for any of the following reasons:

  • Noise Disturbances        
  • Public Nuisances    
  • Possession of Controlled Substances
  • Disorderly Conduct or Peace Disturbances
  • Minor possession, Consuming alcohol or Providing alcohol to minors
  • Prostitution or Indecent Exposure
  • Unlawful use or possession of a firearm
  • Assaults
  • Conduct which violates law relating to the need for protection services or for the delinquency of a minor
  • Criminal damage to property, including burglary, robbery, and criminal mischief or terroristic threats
  • Vandalism to rental property
